The utility's own description
Applicable to public buildings (including schools, churches and community halls, but not municipal facilities) with a demand requirement of 35 kW or greater. (Billing demand is never less than 50 percent of the highest adjusted kW demand established in the preceding May-to-October billing period, or 35 kW, whichever is greater.)
