Qualifying Applicants who will use the service for residential purposes or as specified in Section 76 of the Public Service Law, for religious purposes, a Community Residence, or a post or hall owned or leased by a not-for-profit corporation that is a Veterans' Organization as an alternative to Service Classification No. 1, but who do not qualify for Service Classification No. 1-VMRP(L)
