The utility's own description

Optional for Domestic Service to separately metered, permanent Single-Family Dwellings where time-of-use (TOU) pricing is requested by the Customer and no other TOU schedule is specifically applicable. The customer may choose between one of two options presented as to the TOU schedule that they are put upon. Customers taking service under (N) Schedule NSMO-1 are not eligible for service under this rate schedule.
