The utility's own description
This rate is available for all domestic purposes in single family residences or individually metered apartments and non-commercial uses located on the same property and used in connection with the main residence. The Fixed Fuel Factors recognize loss adjustments due to different voltage levels of service: Texas system - $0.022344, Transmission Voltage - $ 0.021561, Primary Voltage - $0.022124, Secondary Voltage - $0.022530 Upon qualification under the below defined Low Income Rider ("LIR") criteria, the Customer Charge will not be applicable to the Residential Customer's monthly billing. All other provisions of this rate schedule remain unchanged.
