The utility's own description
Applicable to all domestic uses in single-family residences, individual apartments or small farms, supplied through a single meter and one Point of Delivery; provided that equipment and installations for space and water heating shall be subject to approval of the District. The Basic Charge recovers costs which are similar for all residential customers, regardless of the amount of electricity used including, meter and meter reading (whether manual or automated), processing and mailing of a bill and infrastructure to deliver the electricity to individual customers
