The utility's own description
Service under this rate is available for lighting and other domestic purposes in individual apartments. This rate is required for all existing customers where kilowatt-hour usage exceeds 2,000 kWh in any one month of November, December, January, and February of the prior 12-month period. Customers taking service under this rate schedule are responsible for paying both Distribution Service and Stranded Cost.
