The utility's own description

This schedule is available for service to residential customers on a voluntary basis. The Company reserves the right to limit participation to 1,500 customers. Service shall be billed for six months. Billing cycles for the business months of May through October shall apply for facilities normally utilized during summer months and November through April for facilities normally utilized during winter months.
