The utility's own description
This schedule is available on a voluntary basis to all single-phase consumers that normally would receive service under Rate Schedule A28. If for any reason there is a meter failure in the electronic time-of-use meter, the consumer’s monthly kWh usage will be billed at the A28 rate. under this schedule shall not exceed ten horsepower. (Commercial consumers receiving service prior to May 10, 1993 may continue to receive service under this schedule. Commercial consumers connected on or after May 10, 1993 will receive service under Schedule GS27.)
