The utility's own description

I. General Requirements: A. All energy required for all water heating, cooking, clothes drying, and primary environmental space conditioning must be supplied electrically. B. Electric heat and water heating must be permanently installed according to the manufacturer's recommendation and code specifications. Electric heat must be used to supply the primary heating requirements throughout the residence--primary meaning the main source of heat, supplying the majority of the residence's heating requirements on an ongoing basis. Non-electric space heating sources (such as non-ducted wood stoves, gas logs, and portable kerosene heaters, etc.) are permitted only for supplemental use and are subject to approval. Dual fuel heat pumps may qualify for this rate if all other rate requirements are met. An outdoor thermostat is required and must be set no higher than 5° above the home's calculated thermal balance point. (Above balance point, compressor only operates.) C. Electric heating capacity of 15% more than required may disqualify at the option of Blue Ridge Electric. D. Room type heating systems shall be controlled by individual room thermostats.
