The utility's own description
Facilities Charges are based on average monthly energy for bills rendered during the twelve-month period of December 1 through November 30. LES will assign CUSTOMERS to the applicable Facilities Level. Newly constructed single family dwelling services, with no prior energy usage history, will initially be assigned to Level 2. Newly constructed multi-family dwelling services, with no prior energy usage history, will initially be assigned to Level 1. Levels are reviewed and changed as necessary each January 1. Exceptions to the below thresholds for Facilities Level assignments will only be made in rare instances and with the approval of LES.
