The utility's own description

To Customers who elect to be billed at a time-of-day rate on or after March 1, 2014, or under Special Provision F. A Customer who elects to transfer from Rate III to another rate will be ineligible for billing under this Rate for a period of one and one-half years from the date of such transfer. A Customer who elects Rate III as a Retail Access Customer and then switches to Full Service must remain on Rate III as a Full Service Customer for one year from the date of the switch. A Customer who elects Rate III as a Full Service Customer must remain on Rate III as a Full Service Customer for one year from the date of the switch.
