The utility's own description

To Customers who made an election before March 1, 2014, to be billed at a time-of-day rate or under Special Provision D. A Customer served under Rate II may elect to transfer to Rate I or Rate III, provided, however, that the Customer will thereafter be ineligible to return to Rate II. Applications for service under this Rate will not be accepted on or after March 1, 2014.
