The utility's own description
Applicable for service to single residences and individual family apartments as an optional Rate Rider to residential Customers taking service under Rate FD, FD-D, RTA, or Rate RTA-Energy Only and who own or lease a plug-in electric vehicle (PEV). Qualifying PEVs include battery electric and plug-in hybrid electric vehicles with no fewer than four wheels in contact with the ground when operating and suitable for operation on all public streets, roads and highway systems. Transportation equipment such as electric motorcycles, golf carts, all-terrain and offroad vehicles do not qualify under this Rate Rider.
